Wanhua Liu, a member of the Communist Party of China. Currently, he serves as the director of the Design and Research Institute of NHI. He was awarded the title of National Model Worker in the Machinery Industry in 2014 and was honored as an outstanding Engineer of Shenyang City in 2025.

Wanhua Liu presided the national key project "Continuous Transportation Technology and Supporting Equipment System for Mobile Crushing in Large Open-pit Mines at High Cold and High Altitude" and the key technology research project of eccentric roller crushers under the Shenyang Science and Technology Plan's "Challenge and Response" program. He participated in the formulation of 11 national, industry and enterprise standards and published 8 papers. Three invention patents and 27 utility model patents have been obtained.
