Fuchang Jin, a member of the Communist Party of China, was a technician, deputy director of the process laboratory, vice chairman of the factory's trade union and deputy chief process engineer at former Shenyang Heavy Machinery Factory. He was awarded the title of Model Worker and Five Good Worker of Shenyang City five times and Advanced Producer and Five Good Worker of Liaoning Province four times.

      He successfully developed over 220 new types of cutting tools in 24 categories and created more than 10 processing methods for special steel parts. In 1961, he participated in the technical cooperation activities in Shenyang City and successively helped over 100 factories solve key production technology problems. He was thus hailed as the "King of Cutting Tools". At the same time, he was respectively elected as the deputy director of the Shenyang Technical Cooperation Committee and the head of the Liaoning Technical Cooperation Committee. In 1964, Zhen Peng, a leading official of the Central Committee, inspected Shenyang and received him together with Renqiong Song, the secretary of the Northeast Bureau of the Communist Party of China. Zhen Peng also offered to be his introducer for joining the Party. When he joined the Party, Ruoyu Jiao, the Secretary of the Shenyang Municipal Committee of the Communist Party of China, came to the factory in person to attend his Party membership ceremony. In 1973, he joined forces with active technical collaborators within the province to form the Liaoning Advanced Cutting Tools Promotion Team, spreading advanced cutting tools throughout the province and solving production problems for many factories. Later, he was also invited to perform knife shows in more than ten provinces and cities including Hebei, Shanxi, Shanghai, Yunnan and Guizhou, promoting over 300 types of advanced knives and helping brother factories overcome more than 100 key production technology issues. In 1978, he accompanied the renowned mathematician Luogeng Hua all over Sichuan Province, promoting the optimization method and advanced machine-clamped cutting tools. In 1979, after hundreds of repeated experiments, he mastered and promoted the application of the new plasma heating cutting technology, increasing the cutting efficiency by 6 to 8 times. Based on his technical experience and theories, Machinery Industry Press edited and published "Selected Advanced Cutting Tools" for him, which was distributed nationwide. Due to his remarkable achievements in the innovation of cutting tools and his significant contributions to the factory and society, since 1963, the Shenyang Municipal Government has awarded him the titles of Model Worker and Five Good Worker of the city five times, and the Liaoning Provincial Government has awarded him the titles of Advanced Producer (Worker) and Five Good Worker three times. After retiring in 1982, he still persisted in writing a book about his lifelong research on knives to contribute to society. From 1961 to 1990, he organized the "Advanced Cutting Tool Technology Lecture" for the Municipal Workers' Technical Association.
